Bihar Student Credit Card Scheme 2025: Eligibility & Apply

Everything You Need to Know About Bihar Student Credit Card Scheme 2025-26 – Benefits, Eligibility, and Application Guide

Choosing an institution for higher studies is one of the most crucial parts of any student's life. From selecting the right college to finding housing and accommodations, money is usually the biggest hurdle in general - and can be more so for some students above others.

The Bihar government, with the aim of ensuring that no student from the state of Bihar has to abandon their dreams of higher education due to financial constraints, introduced the Bihar Student Credit Card Scheme (BSCCS). Let's take a look at everything you need to know regarding this 2025 scheme — benefits, eligibility, loan coverage, and application.

What is the Bihar Student Credit Card Scheme?

On 2nd October 2016, the Bihar Student Credit Card Scheme was launched as an initiative of the Mukhyamantri Nishchay Yojana Scheme to create equitable, extensive, and easy access to higher education to all the students of Bihar.

Eligible students can receive an education loan for ₹4 lakh under this scheme to pursue higher education after completing Class 12 for any recognized graduate, professional, or technical course, offered by any Institution or University in India.

The scheme continues in 2025 with the same objective, to enable youth from low-income families to attend higher education with affordable financial burden.

Key Features of the BSCCS

Support from the Government: Once again, the benefit of being backed by the Bihar government implies that students do not have to provide collateral.

Interest Rates are Fair:

  1. 1% for girls, transgender and differently able
  2. 4% for male students

Flexible Repayment: Students start paying back 1 year after the course has ended giving them the potential to find work.

Designed for Empowerment: The Loan Scheme provides not only education to students from rural or low-income families, but it is to access higher education streams such as engineering, medicine, management, arts and similar streams.

Easy Application Process: The online application submitted solely and the support offered from the DRCC makes the application simple and fun for students.

Loan Coverage under the Scheme

The Bihar Student Credit Card Scheme gives up to a maximum loan limit of ₹4 lakh, the amount of loan approved will be based on your course costs.

For instance, if your total costs of education (tuition, hostel, and other academic fees) are ₹3.5 lakh, you will be eligible to receive ₹3.5 lakh — not the whole ₹4 lakh.

Covered:

  • Tuition
  • Hostel (only with a college offer and listed in the fee schedule, and charged by the college)
  • Academic related costs, such as library, lab, and exam fees

Not Covered:

  • Accommodation off-campus (private PGs or rented flats), transportation, or personal costs, or food/mess fees not listed in the college schedule.

💡 Note: Expenses which are completely listed and verified by your institution official fee schedule — and total cost does not exceed ₹4 lakh are eligible.
